






Recently, the Jiaxing Municipal Transportation Bureau issued an announcement seeking public comments on revising the "Work Plan for Subsidies on Newly-Built Inland New Energy Ships in Jiaxing City."
According to the "Work Plan for Subsidies on Newly-Built Inland New Energy Ships in Jiaxing City (Revised Version)," the subsidy scope covers newly-built inland new energy ships (including three types: pure lithium battery-powered, pure LNG-powered, and hydrogen fuel cell-powered) registered in Jiaxing from January 1, 2023, to December 31, 2025 (based on the issuance date recorded on the ship inspection certificate). Each year, the transportation departments of counties (cities, districts) will compile statistics and formulate new construction plans (based on the shipbuilding contracts or agreements signed between ship owners and shipyards), which will be included in the annual assessment targets and implemented on a yearly basis.
The subsidy recipients are ship owners who submit application materials and pass the review by December 31 of the current year.
Among the subsidy conditions, it is explicitly stated that ships that did not receive subsidies in the current year for any reason will be included in the next year's plan by the transportation departments of the respective counties (cities, districts) for subsidies. Ships that did not receive subsidies under Items (2) and (3) in 2024 will be ranked according to the issuance dates recorded on their ship inspection certificates and apply for subsidies in sequence within the provincial subsidy funds for 2025, but ships exceeding the number of ships in the annual application plan will not be eligible for subsidies.
For ships that have obtained ship inspection certificates and have already received subsidies for newly-built inland new energy ships, the ship owners shall not change the type of new energy power, and each newly-built ship is not eligible for repeated provincial subsidy funds for carbon peak targets; otherwise, all subsidies must be returned.
Subsidy funds for hydrogen fuel cell-powered ships are provided in proportion to the ship's hydrogen fuel capacity. The subsidy amount for each ship = (the ship's hydrogen fuel capacity / the total hydrogen fuel capacity of newly-built hydrogen fuel cell-powered ships registered in Jiaxing in the current year) × the subsidy amount for this type of ship in the current year.
